An ice breaker would definitely break up the cliques a bit, yeah.

A speed dating session could work nicely, and mix everyone up a bit – having to spend 3 minutes talking to someone before moving on to the next person.

Or a game of famous pairs will get them out of their seat and talking to different people, too. As they enter, give each delegate a piece of paper with one half of a pair on it (eg Hob or Nob) and they have to find their partner in the room. It tends to create more of a buzz (and takes longer to complete!) the more people / pairs you have, too. More
